Maryland’s 20 Youth Services Bureaus are voluntary, community-based, prevention and early intervention programs for children, youths, and families. As YSBs, they share a mandate to provide specific core services; however, each Bureau designs and implements programs in response to its community’s changing and diverse needs. The advantages of being community-based are that Bureaus are responsive, accessible, flexible, diverse, and creative. We are 20 unique programs.

Bureaus offer services at no cost, reduced cost or with insurance reimbursement. Clients are served regardless of ability to pay. All services are confidential. In addition, YSB programs are offered in a nondiscriminatory manner, without regard to race, religion, gender, disability, or sexual orientation.

Individual YSBs also provide other services depending on both local needs and funding availability. These services include:

Maryland's 20 YSBs provide:

  • effective preventive juvenile delinquency and family disruption services
  • family focused counseling services unique to their respective communities
  • family environment focused strategies in response to juvenile crime
  • long-term sustainable gains for youths and families receiving services
  • best practices approach to decreasing risk factors and increasing protective factors including parent involvement, skill building and strength-based interventions.
